Handle alarm-handler not responding

When an alarm-handler server is not responding, GUI should sound, add a line with an entry to be defined, diplay alarms for other alarm-handlers correctly

First implementation in test stage

Message should be modified adding something more clear than Tango exception. Something like "ALARM-HANDLER ERROR: [tango exception]"
