moved foc_sign_convetion into Magnet class, cleanup

Claudio Scafuri requested to merge sign_convention_as_class_property into master

remove annoying warning by moving Foc_sign convention into Magnet class. It will be managed by the externa application. The downside it tah it can be manipulated the applicatio at runtime, not only at build time. The library now is intend to be used stand alone and not only as part of machine physics programs.
